4565. Boards Navy 43 to Stevens from Hurley. Your 58.1 Requa2 petroleum Administrator recommends not taking part in petroleum conference until he can be heard.3 There appears to be doubt as to effect of conference on American oil efforts. 10<0>04  4565.
