Dear Admiral Sims:-
I enclose copy of letter just received from operations. It is needless to say that I am not pleased with the prospect of further delay on this side and hope something will turn up to prevent this policy from being carried out.
We are going in Commission on April 6th, will have our depth charge releasing gear, listening device, and radio direction finder installed and would be ready to start for the other side not later than the 15th is [i.e., if] the Department would let me.
The Kimberly (Johnson) and Sigourney (Vernou) should surely go in commission this month.
