5188. To provide men for new construction the Bureau has assigned Quota to practically all vessels except destroyers and vessels in patrol force.

     If you are drawing men for nucleus crews from patrol force Bureau will not place vessels of patrol force on quota basis otherwise quota will be assigned by Bureau for these vessels.

     On account of shortage torpedo gunners mates bureau requests information as to practicability of assigning only 1 or 2 torpedo men to each new destroyer and have destroyers obtain remainder necessary from men trained at torpedo store house Base Six.1-11022 5188
