1660. Steamers MURSK, DWINSK, CZAR and CZARITZA operating with British crews will probably be used to carry troops direct to French Coast in regular U.S. troop convoys. These vessels have been instructed to bunker in United States for <round> trip if possible. They should be sent to New York on discharge unless they have other orders and should be handled in the same manner as U.S. troop transports. 16008. 1660
