5425.     Hurley’s number 4 for Foley and Thomas. From Ship Control Committee. Italian Embassy recently advised requirements fuel oil for Italian Navy as distinct from fuel oil requirements for other purposes would be handled by British and Italian tank ships. Since this arrangement made Italian tank ships PROMETEO and STEROP sunk and GIOVE torpedoed entailing prolonged repairs. Embassy states Italian Government consequently asks allocation American tank ships for their Navy fuel. As we are unaware what steps Great Britain may be taking to care for this situation have requested Embassy refer its Government to Inter-Allied Petroleum Conference.   Signed Hurley. 12027     5425
