SM 79. Boards 79 for Stevens from Hurley. American steamers ST. CHARLES 2000 dead weight now at Cadiz, Spain and the NAVAHOE 2460 dead weight now at Genoa, Italy have been requisitioned and will be delivered to representative French Government at above ports on anticipated charter basis vessels to be used in cross-channel coal trade. Giving French these ship<s> is evidence of our desire to discharge obligation under agreement to exchange tonnage for sailing vessels. 16020.
