4566. Boards Navy 44 to Stevens from Hurley. Replying to Shipmission 141 – Reference Sims letter to Navy January 23 regarding repairs United States Merchant Vessels.2 Approve your recommendations that Paymaster Tobey3 subject to your approval be authorized to draw bills to cover cost of repairs in same manner he handles purchases for Emergency Fleet Corporation in cases vessels belonging to Shipping Board under bare boat charter and also in cases damages due to War Risks to vessels under time charter.

     Owners should pay ordinary repair chargeable to owners under time charter but you are authorized in emergencies to make guarantee of payment pending deposit by owners to cover. Sight draft should be drawn on Division Operations Shipping Board. Will mall [i.e., mail] you information called for in paragraph 6 of Sims letter January 23rd. You are authorized to have paravanes fitted to vessels having to dock or repair in Great Britain whenever detention not too great. 11004 4566
