Seabee Battle "E" and Peltier Award Winners 

The Peltier Award, named after Rear Admiral Eugene J. Peltier, former Chief of the Bureau of Yards and Docks and Chief of Civil Engineers, and past president of the Society of American Military Engineers, has been awarded to the best active duty battalion in the Naval Construction Force (NCF) every year since 1960.

Since 1957 the Best-of-Type Award has been given annually to the most outstanding Naval Mobile Construction Battalion in the Atlantic and Pacific Fleet. The Battle “E” was authorized for the Best-of- Type Seabee battalions beginning in 1963 and was first awarded to the fiscal year 1962 Best-of-Type winners.

The Battle Effectiveness Award recognizes sustained superior performance in an operational environment, and sustained continuous readiness throughout the Fleet Response Training Plan (FRTP). Eligibility for this award demands day-to-day demonstrated excellence in addition to superior achievement during certifications and qualifications conducted throughout the competitive period. It should be recognized that the Battle Effectiveness Award is not a qualification award or an award for mere excellence, but an award for being the best ship in the organization. The Battle Effectiveness Award replaced the Battle Efficiency Award and retained the name Battle "E".
