Naval Ocean Facilities Program
The Naval Ocean Facilities Program History Project began in late 2021, when a group of Ocean Facility Program (OFP) and Underwater Construction Team (UCT) alumni started a conversation regarding the program’s history and formation. The result was several years of research, writing, and documenting the program’s origination from 1960's through the 1990s and beyond. The project set out to discover how and why Naval Facilities Engineering Command (NAVFAC) was drawn into the ocean facilities arena, while working to separate facts from sea stories and urban myths.
