3738.     Your 529.1 Practically all transports are now being discharged Brest. Only exceptions are transports heavily loaded with freight or light draft transports. So far as practicable, transports are taken to ports desired by Army and this varies somewhat, dependent on congestion of ports at time of arrival of convoy. Recommend mail be sent in transports comprising small fast groups as practically all of these vessels go to Brest. When fast ships are not available mail should be sent in transports having small amount of cargo but of more than 25 feet draft. 201828 3738.
