9949. Due to further delay in destroyer building program it is requested that the number of officers to be ordered home for destroyers be reduced to 4 torpedo officers and 2 Commanding Officers for September, 11 Commanding Officers 1 Executive Officer 4 Engineer Officers and 7 Torpedo Officers for October and 22 Commanding officers 22 Executive officers and 22 Engineer officers and 23 Torpedo officers for the month of November. All of these officers to be ordered as near first of each month named as possible.2 12215 9949.
