Subject:  Probable addition to N.O.T.S. of large number of Army cargo transport ships.

     1.   Information has been received from the War Department that they will probably want the Navy to take over, man and operate practically all of the ships now in the Army Cargo Transport Service, except those operated by the U. S. Shipping Board.

     2.   The Force Commander, U.S. Naval Force Operating in European Waters, has been authorized to take over ships operating only in European Waters. Specific instructions will be issued for taking over each vessel listed below; this is only advance information.

     3.   The vessels have been divided in the lists below according to the districts in which they are expected to arrive and to which they will be assigned as home districts. They all now have armed guards except as noted.
