3094. Prior to receipt of your 99491 the revised schedule of your 94172 was in operation as per your monthly demands therein except that flotillas were authorized to merge August and September quotas as it was inadvisable and impracticable to throw out all completed arrangements made [in] accordance with the various previously revise<d> schedules. Accordingly the destroyers have already ordered or issued orders for 12 commanding officers 17 executive officers 19 engineer officers and 7 torpedo officers home for new construction. I assume that your August quota as per 9417 is unchanged. Making deduction for officers already ordered home our October quota accordance your last revised schedule will be 6 Commanding Officers, no executives no engineers 6 torpedo officers and our November quota will be 22 Commanding Officers 13 executives 15 engineers 23 torpedo officers. Officers already ordered per your 9417 schedule plus our revised October quota and November quota will give totals for August September October November of 40 Commanding Officers 30 executives 34 engineer officers 36 torpedo officers. Due to operating schedule of destroyers it requires several weeks to effect transfers necessary to releasing officers for any one monthly quota for new construction and the foregoing is the best all around schedule I can make under the conditions to meet your latest revised schedule especially as totals must equal your demands. 114518 3094.
