568 Your 6441 From preliminary investigation think it possible to send assembled mines in carriers to mine laying ship dispensing with assembling plants at base but require rese<r>voir storage shelters at base and an assembling plant in United States. It would take 6 months to duplicate our assembling plant anywhere in Mediterranean Sea. Other scheme could be carried out in two. In view of location of contemplated barrier think Bizerta should not be considered. Request constructor Emory <S.> Land be sent Base 182 at once for consultation as to possibility of rigging carriers to take assembled mines before deciding what to do.     15224   568
