VERY SECRET.

7414. Destroyers based on Brest now meet New York east coast 9-1/2 knot mercantile convoys at destroyer rendezvous and divert all ships bound for French Atlantic ports direct to destinations. As the number of ships diverted averages 12 to 15 most of them U.S. Storeships, it is desirable that this part of convoy have a Vice-Commodore who has no other duties. Information is requested as to whether Department can provide about 5 Vice-Commodores for this duty to be officers of regular Navy or reserve. 00204. 7414
