TRANSLATION

From: Vice Admiral Sims.

To:  Chief of Naval Operations.

7229 My 70271 After conferring with Admiralty I am assured that eleven and half knots convoys will be protected in same manner as other convoys carrying troops. Size of convoy will be limited to ten ships provided any of ships are carrying troops period Sailings of these convoys will require slight adjustment in sailing dates of other convoys and in assignment of ocean escorts. Present plan contemplates these convoys will sail from Halifax and half of them escorted by United States destroyers. Increased protection can be furnished these convoys when additional destroyers are sent to this side 05201 7229
