Boards Navy 130. From Gay to Stevens. Diversion of ships for Army needs has caused acute shortage of ships between U.S. and east coast South America. We are at present figuring minimum of following essentials: manganese wool hide and Quebracho extract. Export trade seriously injured. Working out export priority list but of similar problem confronting other Allied Forces would it not be advisable organize Central Committee for the purpose of considering and advising as to saving of tonnage by concerted action on exports especially to South America. It is understood that Allied Executives proposed by the transport council would be concerned primarily with the imports of Allied Countries rather than their exports. Still awaiting information as to authority and scope proposed executives. 17024
