Boards Navy 106. Following for H. H. Raymond from Franklin. Of utmost importance you develop what can be done improving steamer turn-around French ports present turn-around not sufficient and by reasons thereof we are facing serious shortage of tonnage in the Army. Important time in French ports not exceeding 12 days stay.1 Would Sherman be willing to represent Control Committee France<?>2 11011.
