SECRET.

3231. Following from Opnav:-  “Conference between American and German delegations proposed to meet Berne, Switzerland, five August nineteen eighteen, regarding maintenance, treatment and exchange of prisoners of war. Navy Department will have two delegates. One will be sent from here and one from your force. Please submit name of your delegate as soon as practicable.”

          I wish to nominate either Captain N.A. McCully or Captain H.H. Hough. Inform me by cable which of the two you would prefer should serve.2 02129,  3231.
