150. from Gay to Stevens. Fuel Administration gravely concerned over inability to supply large quantity British specification fuel oil on account of large demand for low Sulphur oil here by ordnance and munitions plants. Believe present Sulphur limit Admiralty specification not justified. British Government importing large quantities low gravity and high Sulphur oils from Mexico, Trinidad Is, W.I. and other source of supply insisting on our supplying high gravity and low Sulphur oil to be mixed abroad in order to make importation from these other sources of supply suitable Navy fuel. Under present conditions doubt our ability to supply large quantities British specification oil. Available supply from United States will be increased at least 30% if British will make provision to use higher viscosity and higher Sulphur oil. We wish to know minimum amount British specification oil necessary keeping in mind it’s urgent need here in munitions program. 18011. 150.
