7396. 9423.1 Department concedes to Admiralty’s view regarding communications between owners and masters of United States Merchant Vessels in West Atlantic. However Department intends to permit necessary communications in Pacific between United States Vessels and Station until enemy activity occur<r>ing that locality unexpected no press reports will be sent on 600-meter wave length. Now believe not necessary show owners name as separate column in lists of commercial call signs except when 2 or more vessels have same name.

     British Admiralty apparently under misapprehension regards adoption British Radio Proceedure throughout U. S. Navy. Department has no intention abolish use United States Naval Radio Proceedure throughout our service but intends instruct United States operators British Proceedure.

     My letter S-198 May 18th2 contained full information regarding Inter-Allied Signals Conference am<e>nding letters according this dispatch. 19017. 7386.
