2675. My 2673. Your 2611.1 Navy Departmen t states QUOTE vessels referred to were routedto Harve in accordance with General Pershing’s2 recommendation. The plan was suggested by General Pershing as means of relieving French Bay ports UNQUOTE. Please arrange with Army authorities so that no vessels will be destined for Havre by authorities in Unites States.        2675
