VERY SECRET

1368. After further discussion with Admiral Jellicoe1 recommend sending one division coal burning dreadnaughts Utah class to join British Grand Fleet and to be relieved later by another until all of the fleet has had the experience or until conditions change. Recommend division be sent as soon as practicable to get ships off. Request to be informed about when they may expect to start.
