VERY SECRET.

1701. Strongly recommend at least 30 hours be allowed each troop convoy for delays so as to reach rendezvous on schedule. Last two groups very late causing loss of effective use destroyers and interfering with plans, French coast. Written orders group 10 just received makes no allowance for delays or oiling. This group was 30 hours late. One destroyer had to return due shortage oil. 13226.
