          Commander, Cruiser Force, Atlantic Fleet.2

          Commandant, Navy Yard, New York, N. Y.3

          Commandant, Navy Yard, Norfolk, Va.4

          All Bureaus,

          Senior Naval Officers on Board all Army Transports.

          Chief of Embarkation Service, U. S. Army.5

SUBJECT:-      Status of Officers and men serving on Army Transports.

     1. All Officers and men of the Navy serving in Army transports, whether troop or freight transports, shall hereafter be under the direction of the Commander Cruiser Force, Atlantic Fleet.

     2. Officers ordered as Senior Naval Officers aboard such ships shall report either in person or by letter to the Commander, Cruiser Force, on joining ship.
