508. War 71. Reference Paragraph 1 and 1-A your number 277. Transport group now at Brest France with two additional vessels when in service will operate regularly to Brest France. Tugs and lighters for this service will be requisitioned numbered and equipped as rapidly as possible.
Navy investigation project to provide channel boats for transportation of troops between England and France. Until such arrangements are made transportation of troops through England will be limited to present movement which approximates a maximum average stated in your cable. Signed Biddle. 12118,
