Very Urgent. For Commander Bridge, care of Blackwood, New York, re your 484 from Commander Bridge to Captain Crease. Fleet of submarine chasers of dimensions proposed would be most valuable. Unless, however, United States could guarantee entire supply of oil fuel for them irrespective of all present commitments for oil fuel, it is strongly urged that they should be coal-burning, as oil fuel situation is very serious and is likely to remain so. As regards manning, we could help to a certain extent but not very largely.
