VERY SECRET

1554. CHARLESTON, ST. LOUIS, COLUMBIA and MINNEAPOLIS should be utilized for convoy duty in addition to vessels already being so used. Additional precautions are being taken to prevent egress of raiders from North Sea but due to late nights and bad winter weather considerable apprehension is felt that some may get out and attack convoys. British will increase their North Sea cruiser patrol and we must do everything possible to assist in convoy.
