Your 1168. Reference paragraph 2.2 Recommend Captain McKean3 be given orders to visit from time to time destroyer building plants with view to keeping Department informed on progress of destroyers and general efficiency of the plants concerned. It should be distinctly understood that Captain McKean must not assume prerogatives of a Bureau inspector, and that he must not act on Bureau matters. Signed Benson
