4433. Owing to urgent need for additional units in these waters for anti-submarine work, it is recommended that the Department disapprove any alterations in design or construction of vessels now building whenever such alterations would involve delayed completion of vessels, excepting such changes as may be necessary to insure strength of hull and reliability of machinery. Minor alterations if absolutely necessary, can be made on this side.3 18326.
