3229. Captains of transports report that debarkation of troops in France nearly always delayed 48 hours and that port Army Officers authoritatively inform them delay is caused by non-arrival of transportation which in turn is held up due to fact that they have no previous knowledge of troop units on each transport. Unable to understand this as this office forwards for War Department immediately upon sailing long cable [that] goes into minute <details> of load. Investigate and report cause of lack of proper distribution of information. 16023.
