To:           Commandant, 5th Naval District.

Subject:      Co-operation of the Department of the

              Treasury at the ports of your district.

Reference:    (a) Opnav Telegram 20098.

              (b) Letter of Chief of Naval Operations,

                    20944-8, December 28, 1917.1

     1.   Naval guards on vessels in port and all other men working in co-operation with the Department of the Treasury, Division of Customs, in accordance with Reference (b), will be under the direct orders and jurisdiction of the Commandant of the Naval District.

     2.   These men are to be in no way subject to orders from other departments of the government.
