670. Following sent to Commodore Wells

New York begins

You should proceed to Washington as soon as convenient and discuss subject referred to in Navy Dept’s telegram No. 30771 addressed to Simsadus. Report what U.S. authorities actually require. It would appear that Dept wishes the General Admiralty Convoy Authority at Washington in order that Washington may be kept fully informed of movements etc. Itis assumed that Navy Dept. still requires convoys administered as at present but that Port Convoy Officers should keep Washington informed of all movements through Central British Authority. Having ascertained news of Washington report if you think your transfer there would be advantageous and a relief appointed for convoy duties at New York.
