1322. For Jackson. In connection with proposal to establish additional convoy from Hampton Roads, Virginia to Bay of Biscay sailing every sixteen days. Department states impracticable furnish escorting cruisers unless we can take over four French cruisers mentioned at Allied Naval Council as being out of commission for lack of personnel. Department desires as a preliminary to consideration of this possibility to know state of material readiness of cruisers, fitness for convoy service, and state of batteries and ammunition supply. Consult with Ministry and make full report at early date2 19516
