2685.  State Department sending Ambassador1 message regarding operation of Brazillian vessels with our force. Department extremely anxious arrangement agreed upon between you and Admiralty and in inter-allied Naval Council to have Brazillian Naval vessels operate with our force be adhered to and carried out.2
