Your 28512 has been forwarded to Vice Admiral Sims at Rome. In arriving at the decision previously cabled it was recoginized that as an extension of the proposed operation plans must be rpepared [i.e. prepared] providing for the closing of the Dardanelles, and also for the possibility that the Central Powers may extend their military operations on land into Greece.-16110[a?]

Footnote 1: “CS” refers to Twining. Sims was away in Rome at this time as part of an Allied delegation, and Twining acted as his representative. This is why the document is signed in Sims’ name, although it says that the earlier cable has been forwarded to Sims.
