8656. Our 7617 and our 83501 transmitting dispatch from Admiral Benson. Have suspended negotiations with Italian Government relative to augmenting our aviation forces in the Adriatic Sea.

     We are transferring seaplane station from Dunkirk to Zeebrugge Mole. Request authority to support this seaplane station with land machines not exceeding four squadrons day and night bombers. This will leave the Northern Bombing Group intact, but decreased by two day squadrons. Propose placing operations Northern Bombing Group under Allied Commander-in-Chief in the Field.2 Important we notify Allies out intentions in this connection and therefore request early reply. 171001 our 7617 and 8350 8656
