In his memorandum of 29 March 1954 Adm. Heffernan wrote to the Asst. Secretary of the Navy on the Location of the Navy Department Library.

“Since 1939 the Department Library has been moved seven times. Dr. Keyes Metcalf, Librarian of Harvard University, and Chairman of the Secretary of the Navy’s Adv. Comte. On Naval Libraries, recommended, in 1949, that the Department library be brought back to the Main Navy Building and kept there.”
Adm. Eller doesn’t understand your breakdown. Would you please bring this up and explain, or modify. I don’t see why they should be split into special reference collection and Main Collection for this purpose.
