4841. Your 3485.2 This is a matter in which great secrecy is preserved. All I am able to say at present is that orders have been given to carry out certain measures which were planned some time ago with the object of destroying the Russian vessels in the Baltic and Black Seas. It is hoped that these measures will be successful in rendering all these vessels unfit for service for the period of the war.
