4066. Owing to urgent need of using all available tonnage it appears necessary for Army to employ small amount of ships of speed about 7-1/2 to 8 knots not capable of maintaining speed set as minimum for slowest trans-atlantic convoy. Your recommendation requested, as to best method of utilizing this tonnage.2-21020 – 4066
