One blue pennant with white streamers along the hoist. Obverse depicts a sailor in a dress white or "milkman" uniform looking through a spyglass backwards. A seagull is standing on the spyglass. There is another at the base of the helm. Two other gulls are visible in the distance at either side. "U.S. Navy" in the background with "Bainbridge Naval Training Center" in the foreground on a scrolling ribbon.

Naval Training Center Bainbridge located in Port Deposit, MD, served the US Navy for thirty-four years from 1942 to 1976. The Training Center served as a recruit training center, mustering-out facility, a training facility for WAVES, and various specialized training schools.
