3508. Your 2450.1 Subject thoroughly discussed with Admiralty2 who agree with me that it is best that all ships be dispatched within as short a period as possible in order that the most of them may arrive at destination before operation is discovered and understood by enemy. I have not at any time intended to be understood as recommending that vessels be dispatched as a convoy or group. Wheat is the most needed cargo, but other food stuffs would be useful, 19431
