Footnote 3: Dewey approved Pratt’s sending Aguinaldo to join his fleet as an intelligence asset on 24 April 1898. Aguinaldo left for Hong Kong, but Dewey was forced to leave Hong Kong for MirsBay after being ordered to leave the British colony on 23 April 1898.
