Subject Rebellion near Manila.

Reliable reports an insurrection has broken out near Manila.

Communication by telegraph is interrupted.

Rebels are in possession of the country in that vicinity.1

Footnote 1: Dewey was informed of the rebellion in the Philippines as early as 31 December 1897, when he received command of the Asiatic Station. Dewey later received detailed information from United States Consul at Manila, Oscar Williams, but their first correspondence on the topic dates to 11 March 1898.
