 6704.    Referring my 6637.1 Strongly recommend we adhere to general principle that allocation all considerable numbers of vessels be submitted to Allied Naval Council, its conclusions of course requiring ratification by Department.

          It is only by such discussions that the individual demands of the various countries can be coordinated and thus prevent the strong tendency of each Government to exaggerate its own interests and the importance of its trade and in consequence bring constant pressure to bear upon the Department from various independent sources both diplomatic and naval. This principle is now followed to advantage by other Government Departments. 172210     6704
