Footnote 1: Palmer sent an additional cable: With exception of nucleus crew 74 for USS UPSHUR all nucleus crews for destroyers to be delivered prior to 1 December 1918 now on Receiving Ships. All nucleus crews for December boats either on the Receiving Ships or ordered from abroad. 5 additional nucleus crews will be necessary for vessels to be delivered in January. Nucleus crews for other January deliveries already ordered. Best information available indicates following deliveries for 1919: February 14 March 22 April 18 May 18 June 16. Best information available therefore indicates that 93 nucleus crews numbered from 95 upward will be necessary between now and on May 1919.” Palmer to Sims, 1 October 1918, DNA, RG 45, Entry 517B.
