              2230 Admiralty are forwarding direct suggestion for providing heavier Ocean escort for Halifax convoys period1 This proposal is in reply to my request of November 24th to Admiralty2 that on account of United States troops in Halifax convoys

          a   Commodore of Halifax convoy be regular officer of

              wide experience.

          b   That for Halifax convoys only heaviest available

              cruisers be used.

          Due to speed of Halifax convoys and wintry weather suggest consideration use of dreadnaughts until Spring 03118

SIMS.
