2016.     At present oilers like MAUMEE, CUYAMA, and KANAWHA when routed for east coast cross through zone in New York convoy at a speed of about 9-1/2 knots but return in slow convoy speed not over 8 knots. It is believed better protection could be given these ships if they were routed for Kirkwell via Halifax fast convoy. They would cross zone at better speed and would have fast escort on the return trip. Oilers routed in Halifax fast convoy should carry no stores for Queenstown or Brest forces. 21510.
