3678. Under present policy army transports for French ports bunker for round trip. Army tonnage very short, they wish to know is it possible for their ships to bunker for 1 way only, re-bunker in England, in order increase carrying capacity for east bound voyages. Army asks General Harbord to confer with you.1 18023 3678.

Footnote 1: Brig. Gen. James G. Harbord oversaw the U.S. Army’s supply delivery system. In a cable of 29 October, 1918, Sims’ staff recommended that this scheme not be implemented arguing that the time lost would not compensate for the cargo space gained.
