2967. Your 6545.3 “As recommended by yourself and Captain Hough you are authorized to offer substitute proposal provided first proposal is refused by Germans. Our policy should agree with British policy as far as possible especially the denial of repatriation for submarine personnel. State Department approves of above policy.” 14011. 2967.
